* Update the guidance in the run_dev_instances.sh script

We have recently seen an issue whereby launching a development instance
before running spark on a given host results in spark being broken due
to the way that some file system permissions had been set by this
script.

Fixing the script is possible, but given that we hope to retire it soon,
updating the guidance to uses may be an acceptable compromise.
