Implement 'Category' section and rework entrypoint

MusikAnimal requested to merge category-section into main

First we rework the entrypoint to load directly on Special:BlankPage. This will ease development, and going by the designs, it seems we don't want a Dialog anyway. At a later time, we'll figure out how the form actually loads.

Localization will also be delt with in a separate merge request.
