Use a freely licensed template from mailchimp with some tweaks and use
jinja2 to render the template; send it as multipart over SMTP since
Toolforge Kubernetes doesn't have sendmail.

Use toolforge-jobs to send the email, the config is largely
based on what KrinkleBot (fileprotectionsync) uses.
