Lookup Developer account and Phabricator account related to pending GitLab users and approve GitLab account if:

Developer account is a member of a trusted group (WMF staff or SRE, WMDE staff, NDA signer, or Toolforge member)
Phabricator account is a member of the web-of-trust style Trusted Contributors group.
