compute TF as the relative frequency & section-level TF-IDF

This MR introduces two features:

  1. TF is now the standard relative frequency, following the formula
  2. section-level relevance is implemented as per proposal 2 of T318348

As a side note, we introduced chispa to facilitate unit tests.
