Script to fetch QIDs from Wikidata, do post processing locally.

In this MR we address the issue from !15 (comment 17085).

We now have a python script that fetches QIDs from Wikidata, and does post processing locally.

This can also be reused as base to implement https://phabricator.wikimedia.org/T323036 if so desired.
