Release 1.1.0-4

This release updates debian/control to add a strict dependency for varnishkafka on the desired version of varnish in a given distro. The idea behind this is to avoid cases such as T304617 where an incorrect version of varnishkafka was uploaded, resulting in loss of analytics data for quite some time.

We start by locking in the versions in Debian bookworm but the idea is to carry this forward for all future distro upgrades.

Note that doing this in the control file and thus forcing a dependency when varnishkafka is installed is intentional.
