Draft: 馃摝 Add the package for redhat

Mrbleu requested to merge mrbleu/prometheus-varnishkafka-exporter:add_rpm_receipe into main

This package works but needs a package that is NOT in the repos.

This need to be tested, thus leaving this as a draft for the moment.
