use timestamp in image tag
Similar to statictendril use timestamp in image tags. I removed the $BUILD-VARIANT in the tag, because thats duplicate (like docker-registry.wikimedia.org/repos/sre/miscweb/annualreport: ...-annualreport. Bug: T300171
