* un-delete requirements.txt

I didn't know tox required it, TIL!

* add README and other cosmetic fixes

- Add a README that links to the README in deployment-charts; this link
  does not work yet, but will once it's merged there
- remove requirements.txt, as we now have setup.py
- fix up wording in an error message
