Merge the OSV CI templates into a single, generic one.

Deleted osv-nodejs/osv-nodejs-ci.yaml, osv-golang/osv-golang-ci.yaml, osv-php/osv-php-ci.yaml and combined them into a unified OSV CI template. This template will identify lockfiles, SBOMs, and git directories within the specified directory. It will then utilize this information to determine the dependencies and cross-reference them with the OSV database, checking for known vulnerabilities.
