Import refinery-drop-mediawiki-snapshots

Imports the code for dropping snapshot partitioned tables from wikimedia/discovery/analytics repository. This has a dependency on analytics/refinery, but that isn't packaged up in a way that can be installed into the conda environment. Since the script is already forked from refinery, work around by also forking the hive.py supporting code as well.
