bring prepare_recommendation_create over from airflow 1

Ebernhardson requested to merge work/ebernhardson/prepare_recommendation_create into main

Simple copy from the other repo. Additionally brought over the limit_top_n method. This was previously in wmf_spark.py which was our generic shared code script, but nothing else uses this function. For that reason it was simply pre-pended to the script.
