Bh bho

Lots of revisions. We can discuss. bh/bho language code issue fixed and documented; lots of revisions related to creating the language.ipynb notebook's two output files (current_incubator_project_list.tsv and project_languages.tsv), and making sure they contain the information we want (i.e., current incubator projects; and then language info for all projects including open and closed projects as well as incubator test projects).
