Streamline language

Streamlined the language.ipynb file: Brought all code related to current projects into the first half of the notebook.

• Now everything before the "Adding Language Names" section is code that combines current Incubator projects, current Wikiversity Beta projects, current Multilingual Wikisource projects; Incubator graduates, and currently hosted (open and closed) projects. Added columns to designate statuses of 'test', 'test (closed), or 'hosted' (test-host column) and 'open' or 'closed' projects (status column).
• Now everything in the "Adding Language Names" section is dedicated to language assignments only. All project wrangling is done already.

Additionally, as a result:

• The state_of_languages files not only contain dat from Wikiversity Beta projects and Multilingual Wikisource projects incorporated into counts;
• They also contain designated counts of 'test', 'test (closed), or 'hosted' designated in all of the counts.

All notebooks and outputs have been rerun and re-uploaded to incorporate these changes
