Update gerrit docker image
The gerrit docker image and current zuul plugin aren't compatible. This change updates to the gerrit version we use in production and copies the zuul plugin from our gerrit repo to ensure compatibility.
How to register an account on GitLab. To prevent spam, new accounts are locked until approved by an admin or the approver bot. You can also file an unlock request to expedite access.
