updatewikiversions.py: Drop --no-update-php-symlink flag

--no-update-php-symlink was recently added to updatewikiversions.py to
help with testing. Since then the manage_mediawiki_php_symlink config
option was added, so this commit drops --no-update-php-symlink in
favor of the new config option.
