prompt_for_approval_or_exit: Don't announce cancelled operations

Don't announce (to IRC, etc) cancelled operations whose start was
never announced.

For example, if you start scap backport and you get a warning about
one of the changes and you choose to cancel, there is no need to
announce the cancellation to IRC.
