sync-world: Include wikiversions.php in testservers/canaries sync

Like sync_apaches, sync_targets (which is used for
testservers and canaries) should first rsync w/o wikiversions.dev,
then do cdb rebuild, then rsync wikiversions.dev, then php-fpm
restart.
