Restore weekly deploy window for former Technical Engagement projects

Modified revert of commit ed7a558b. The window has been renamed from "Technical Engagement" to "Cloud Services/Technical Documentation" to reflect the 2023 reorg's decision to explode the Technical Engagement group. These things landed in the Developer Experience group, but calling this window by that group name seems incorrect as RelEng has numerous other software projects in the production realm with their own deploy windows and cadences.
