ci: Use releng/buildctl image for publish stages
For some reason, the repos/releng/buildkit image is failing on trusted runners during step_stage. It's not clear why. Using the other buildctl image to get something published.
How to register an account on GitLab. To prevent spam, new accounts are locked until approved by an admin or the approver bot. You can also file an unlock request to expedite access.
