Restore cloud runners (DO k8s) as the only instance wide default pool

Set run_untagged back to False on shared (WMCS VPS) runners to make
cloud runners (Digital Ocean Kubernetes runners) the exclusive pool of
instance wide runners that will schedule untagged jobs.
