Change from the node type from m-2vcpu-16gb to s-8vcpu-16gb.
Remove cpu limits for both runner types.
Adjust the cpu and memory requests so that 3 jobs can comfortably run
on an memory optimized node.
These settings were previously tested in the staging cluster and they
worked well.
