Bump node_pool_memory_optimized_type to s-2vcpu-4gb because
s-1vcpu-2gb is not large enough to run a basic CI job.
Bump node_pool_storage_optimized_type to s-2vcpu-4gb because
s-1vcpu-2gb results in many nodes being created since a single node
doesn't have much memory left after the system pods are allocated.
