add support to publish from releases Jenkins

Publishing jobs will now trigger a job remotely on Jenkins instead of a local downstream gitlab pipeline in the docpub repo. This means we will no longer need to add upstream users of docpub as developers to the repo.

Additionally, access will be controlled via a list of projects allowed to publish docs
