Clean up RewriteRules in mw default site config

The rules at the root weren't having any effect, so I deleted them. I added a rule at the VirtualHost level so that we can use the same image to emulate both payments-wiki (which hosts mediawiki out of /) and donate-wiki (which hosts mediawiki out of /w/)
