mwdev: Add shellbox php-rpc httpd service
It looks like most of these shellbox services should have a httpd infront of them? This is currently untested by hopfully someone on the WD team will be able to validate this one for me.
Ultimately sets 'constraint-regex-checker' => string 'http://shellbox-php-rpc-httpd:8000' in $wgShellboxUrls

If this works, ill probably add more commits for the other services
