Prepare for first Gitlab release
This will be v0.1.0-dev.20210920.1
This stops using the manually set version file, instead opting to take the version from the git tag (used in CI) or a dirty ref if building locally.
How to register an account on GitLab. To prevent spam, new accounts are locked until approved by an admin or the approver bot. You can also file an unlock request to expedite access.
