Create table to store small wikis classification (for Automoderator)

Bug: T375405

  • The Moderator Tools team will define the classification at small_wikis_filter_automoderator.json.
  • A script will read and load the data to the destination table under wmf_product database, which will be used by other queries to calculate metrics related Automoderator.
  • This is currently not planned as a pipeline, and will be ad-hoc to update the table.
    • If there is a frequent need to update (or there is time after the v1 dashboard development), it can be a pipeline.
