Phabricator: add override for the browser time zone conflict message

In the notification dialog, explain that clicking it opens a dialog where you can reconcile the settings or ignore the conflict.

Make it clearer in the message text that ignoring the conflict is one of the dropdown options in the menu, because otherwise it can be confusing to discover.
