build: use gitlab to publish artifacts and fetch internal dependencies

  • Reactivates Maven Central (as discussed in T367404)
  • Configure the use of Gitlab for and
  • Create an "archiva" profile that can be activated (-P archiva) to still use Archiva to fetch dependencies
