Align the verbiage in the Sampling section with that proposed in T374957.

Noteworthy changes:

Use the cdx-field label, description, and help-text slots for the "Wiki project" and "Sample size" fields
Fix the alignment of the "Wiki project" and "Sample size" fields by increasing their with to 100% of the containing element
