Make http client routes configurable. Requests to https://meta.wikimedia.org/w/api.php (STREAM_CONFIG_URI) can be routed via https://api-ro.discovery.wmnet.

Updated requirement files to track eventutilities-python!18 (merged). Set internal routes in production variant.
