How to register an account on GitLab. To prevent spam, new accounts are locked until approved by an admin or the approver bot. You can also file an unlock request to expedite access.

This MR also removes the extraneous build-image gitlab-ci test, hopefully to speed up CI slightly.
This MR also fixes an error_sink config so that tests pass. We have removed support for boolean auto error_sink.
