Draft: Updates for eventutillities-python 0.2.0, and changes for running locally

Ottomata requested to merge local0 into main

  • tests and default params use final source, dest, and error stream names.

  • enrich function now has mw_api_endpoint and ssl_verify_path params that default to ones useable outside of WMF production networks. These params have corresponding CLI opts.

  • added flake8 and black configuration in setup.cfg
