gitlab-ci: try hardcoding version in PUBLISH_IMAGE_EXTRA_TAGS
The "VERSION" envvar I've been trying to use does not seem to be populated in the pipeline's publish step. Try hard-coding the version number within PUBLISH_IMAGE_EXTRA_TAGS.
