Increase anomaly threshold for traffic distribution

The DPE team has observed that many of the anomaly detection traffic distribution alerts are false positives due to small variations of traffic that do not represent a real issue (outage or censorship event). Moreover, the true positive alerts seem to return higher deviations on the observed metrics. Thus, we want to try increasing the deviation threshold of this job from 10 to 15, with the intention that we receive less false positives while keeping the true positive alerts.
