Update analytics mw history check and reduced jobs

Joal requested to merge update_analytics_mediawiki_history_check_job into main

Those jobs were sending error emails without being reported as failed in Airflow and this was confusing. In order to achieve the desired behavior, a new FailOperator has been added to wmf_airflow_commons to facilitate failing branches.
