Create DAG to do DP aggregation of geoeditors on a weekly basis

Htriedman requested to merge geoeditors_weekly_dp into main

Data will still be released upon the monthly update of editors_daily, but with DP we can increase the granularity down to a weekly level. I've added files and made config changes to enable this update.
