cassandra_load_commons_impact_metrics_dag wouldn't load because chain
itself can't be chained to an operator/sensor.

Added a DAG load test for that DAG, too.

* Replace task_sequence with Airflow chain operator

Custom util function task_sequence performs the exact same function as
the chain operator provided by Airflow itself.
