Use the area parameter from the base page for focus area assignment

Previously, the area parameter from the index language would be used, so if the translation subpage is not up to date, a translation could end up in a different focus area compared to its base language.

So, use the area parameter from the base page, which here is indicated by an empty string where the language should be, since we are using the language subpage component of the title.
