DeployCommand: do away with TRANSLATABLE_PAGES, auto-mark for translation

Check for a <translate> tag in the source in determining whether to mark for translation, rather than manually keeping track of translatable pages.

Also remove the code creating the message aggregate groups. That only needs to be done once and has been done where it matters (Meta). We're moving translations to the extension soon, anyway.
