dev: add vagrant support
Adds Vagrant support. Instructions on how to set it up can be found in vagrant/README.md The setup works fine but could be improved by getting the native Ansible provider to work. This too is documented in the README.
How to register an account on GitLab. To prevent spam, new accounts are locked until approved by an admin or the approver bot. You can also file an unlock request to expedite access.
