Move toolsdb primary host to tools-db-4

  • tools-db-4 is becoming the new primary host
  • tools-db-5 is becoming the new read-only host
  • make sure wmflabs is a CNAME to wikimedia.cloud and not viceversa
  • also remove old unused records in the zones
