updateSubmodule: Use correct \ not / to split Bugs, and skip penultimate one

Whoops, I thought-oed and used the wrong splitter character. Whilst I'm at it, let's do the character-adding at the end once we've sort/uniq'ed, and skip when it's the last line (or there's only one).
