Hide the addition of serializers/deserializers behind a feature flag.

This will enable us to make testable changes to the orchestrator in preparation for community-defined de/serializers. I want to make this change to the orchestrator without enabling the feature because the feature may cause surprising changes in behavior without appropriate support throughout the stack.
