Publish separate images for different evaluators

This mirrors what we used to do with pipeline.yaml, but with different so we'll have to update betacluster and documentation

This also removes the auto-generated "$CI_COMMIT_TAG" from extra tags because we aren't using git tags for versioning (yet)
