Publishing jobs will now trigger a job remotely on Jenkins instead
of a local downstream gitlab pipeline in the `docpub` repo. This
means we will no longer need to add upstream users of docpub as
developers to the repo.

Additionally, access will be controlled via a list of projects
allowed to publish docs
