Makefile with shortcuts for fetching, configuring and spinning up a Dockerized MediaWiki instance from scratch extremely quickly (i.e. with a single command)

Spins up Dockerized non-headless Chromium in automation mode which can be used for things like running Selenium tests. The desktop inside the container may be viewed via a noVNC url so you can watch your tests execute as you debug them. If tests close Chromium, it is restarted automatically. A stable websocket endpoint is also provided so subsequent tests may continue after such restarts
