use image with preloaded materials when creating a MW environment

Second attempt. This time the image is not generated using this repo's CI. It lives in the releng/dev-images repository. First attempt was commit 82f409bd

The new image helps reducing provisioning time. Right now the image comes with node18 and npm preinstalled
